This study aims to develop a quantitative project-based learning model for the Educational Administration and Supervision course to support the improvement of program evaluation competencies and school quality improvement planning. The study employed a Research and Development (R&D) approach using the 4D model, which consists of four stages: Define, Design, Develop, and Disseminate. The expert validation results yielded a score of 86% across the aspects of content relevance, learning syntax, evaluation instruments, language and presentation, and project assessment. The trial findings informed revisions to the project guidelines, time allocation, worksheets, and assessment rubrics. It can be concluded that the developed model received positive evaluations from experts and demonstrated a consistent level of practicality.
