This community service program aims to strengthen democratic awareness and electoral monitoring capacity among university students through the establishment of an independent, community-based election monitoring organization. The program employed the Asset-Based Community Development (ABCD) approach, comprising five stages: Discovery, Dream, Design, Define, and Destiny. It involved 30 members of the Mohammad Al-Fatih PMII Sub-Commission at the UIN Sayyid Ali Rahmatullah Tulungagung Commissariat. Data were collected through semi-structured interviews, focus group discussions (FGDs), observations, and documentation, and were subsequently analyzed using a descriptive qualitative approach. The program resulted in the establishment of the Mohammad Al-Fatih PMII Independent Election Monitoring Community. Participants also demonstrated improved understanding of election laws and procedures for reporting electoral violations, as reflected in their active engagement in discussions and case simulations during the training sessions. Furthermore, the program expanded coordination networks with local youth groups. These findings indicate that the ABCD approach can mobilize existing organizational assets within student communities and transform them into functional election monitoring institutions. The program also offers a replicable community-based model for strengthening electoral integrity at the local level.
